Twice per day should be fine..Feed a premium kibble, so she gets the most nutrition per serving.

small dogs should eat twice daily. 22 pounds is too much for her to weigh. put her on a reducing diet like hill's r/d you will have to get it from your vet as it is a prescription diet. the bag of food will have the amount of food she should be eating. she should weigh about 15 pounds so look to see what a dog of that size should be eating. you will want the weight to come off slowly 1-2 lbs a month. daily walks will also help but don't over do it with her , she is not used to exercises and it is very hot out now. take short walks early am or late pm

I'd consult a vet about it, if your dog eats too much then it will have to be put on a diet. with maybe a cup or 1/2 a cup of food a day. Take it for walks to if you can
Our 13 year old dog has always had access to her food anytime she wants

I would feed her a good quality,dry food twice a day probably between 1/3 -1/2 cup per serving depending on activity level.

She cannot be a purebred Maltese. They don't get anywhere near that large.......Didn't the person that gave her to you also tell you about food? What about her Vet records?
It worries me when people get a dog and the previous people don't give any information.
I would take her to a Vet and have her checked over.

WHAT???22 lbs is HUGE!!!!
ONCE a day! 1/2 cup of DRY *ADULT dog food!!! Nothing else but WATER!!
