It will take a lot of patience. I once had a parakeet that had escaped from someone and moved into our birdhouse for 6 months. We took it in because winter was coming and it was basically feral at that point. I took it to have its wings clipped because it kept hurling itself at windows and walls and I was afraid it would hurt itself, but that was probably traumatic for the bird, so if you don't have to do that, maybe you shouldn't.
After that, I would just close up a room and let the bird out and sit in there with her for hours, feeding her treats (put them on the table at first, then move them closer to me until she would eat from my hand; use a stick for her to step up on until she would use my finger, etc.). Even when you are not "training" make sure you don't make lots of noise or sudden movements around the birds, same goes for the other members of your family. Keep them in a quite area but where they will see people regularly throughout the day. Eventually, if you are very patient, the birds will learn to trust you. Chances are they will never be comfortable with strangers (mine sure wasn't) but at least they will be comfortable with you.
FYI, it took about 3-5 weeks before the bird would come to me or sit on my shoulder. You will also probably get bit a couple times, don't freak out when that happens or you will lose your progress with the training.

HI there just take it slow and stuff and everything will be fine. You need to spend ALOT of time socializing with them espeicaly if ther older. Try talking to them from afar and getting closer and closer as they get used to you. Then put ur hand in the cage and let them freak out until they settle down. but do not remove your hand. They will realize you are not there to hurt them. Later progress to offering treats with your hand. The first couple times they may be too fearful to accept them. But after a while they will stretch as far out as possible to take a bite. Just make sure that its their favourite food and is not available to them in the cage. After they are happly eating treats from your hand the process of hand taming will go alot smoother! hope this helped!

Try playing a talk radio or music station (one that you can stand - you may have to listen to also) very softly for a few weeks. Feed treats and seed gotten from a pet store alternately. Let them get accustomed to you slowly. In time they will come around. I got one that had been in the wild for months. It was very happy to be back in a cage. It took a few months - but it lived a long, happy life.

Parakeets are not what you'd call "really smart animals".

I doubt that you can get them hand tame now- they're afraid of HANDS, and not you specifically.

You might be able to pick them up if you wore some kind of soft glove, but I doubt it- the damage has already been done

the fastest way to win an animal over is through the stomach. try feeding them cut up fruit and talking to them softly. its going to take some time but just be patient with them. oh and make sure the fruit is ok to give to them (avocados are poisonous). you can go down to the pet store and look through some books and it should give you a whole list of food that is not good for birds.

You may have to be content with watching them. Something you may want to try though, is separating them. If they have each other constant;y, there is no need to socialize with you. However, if you put them in separate cages but put the cages next to each other until you want to work with one of them, then take one of the cages into another room. You might have better luck.

you need to show alot of patience with them. Let them make the first move . Let them out of cage and get use to the surroundings then a little each day making each day longer. They will finally respond to you and will come to you. Try some treats to help.

It is going to take them some time to get used to you. Never approached them too fast or make loud sounds around them. Always talk to them in a soft voice, and when you are working with them have a millet spray in your hand to offer to them. Food is the best tool to use when you are working with birds.
I run a rescue center for birds and we deal with this all the time. It takes a lot of TLC and Patience. You are welcome to contact me if you need more help.

its gonna take time and alot of patience. First they have to trust
you. Birds that have been abused don't forget. Don't try to handle them now. Let them watch you everyday. The trust
will come with patience and love.
