I pretty sure it's not Arabic. It has Arabic alphabets but so does urdu and farsi. Unfortunately it's too small to read for me to tell u for sure. Some of the words I can read and others i couldn't. It seems to start by saying "this news..." Unfortunately I can't be of more help. :)

I think it's Farsi (Persian) because it says Khobe in the beginning, which is as much Persian as I would possibly know, which means "Hi!, or how are you?" It's not urdu, and not arabic either.

Well, your in luck because I can read Arabic--picked it up in college. So the message translates loosely to: "Hello, my name Akbar you have nice shoes do you want to ****."
Jesus Christ, Freakin' Arabs are forward aren't they? Gosh, I would not accept messages from them anymore. Holy smokes.
