Yes, more limited than a Human Being's Free-Will.
One thing they cannot do Legally, is to Chose the Word's they can Speak.
Satan choose his Word's and got Kicked outta Heaven for it.
Angel's are not Human Being's.
They are Spiritual Angelic Servant's.

Yes, before the world began, Lucifer, the Angel of Light, an ark angel, believed he should be better than God, and he convinced 1/3 of the angels too. He is now known as Satan, and is in hell with 1/3 of the angels that chose to be prideful and jealous.
