Why or why not? What are the risks?

I would wait for a day before working out. I think it takes 24 hours to reproduce the blood you donated. Don't take a chance, wait a day.

After giving blood, your blood pressure is (understandably) a bit lower than normal. If you do anything strenuous, your body tries to raise blood pressure and heart rate to compensate for increased oxygen requirements, but if it doesn't have as much blood to pump as usual, you run the risk of passing out or at least feeling dizzy (and when you've just jerk-and-pressed your own body weight over your head, it's a bad time to black out). Perhaps less importantly, if you do any heavy lifting, you could stress the area around the donation site and cause some pretty ugly bruising.

Not unless you gave blood early in the morning, rested and it is now in the evening where your body would have recovered.
Other then that, if you are going to do this right after (or not to long after), then the answer is 'No', do not do it; wait til the next day.
