I think you would have to ask each individual why they believe that way. They may all have a different answer.
Honestly, I was in that camp at one time myself. As a child I thought all good things are from God, all bad things from Satan. It was just a matter of learning and growing and better understanding the Sovereignty of God.
I believe nothing happens without the say so of God. God is not confined to our time and space. He sees the past, present and future at the same time and knows what is best for me.
It is definitely difficult to praise God for difficult times. But, I can honestly tell you how the Lord has used every difficult time in my life to help me to grow.
Romans 8:28
And we know that all things work together for good to them that love God, to them who are the called according to his purpose.
