I mean it would rain eventually whether they prayed or not. Why doesn't this work in places in the world where there is chronic droubt and failing crops?

In the Bible in James 5:17-18, the "classic" example of praying and getting an answer was when, after a three and a half year drought, Elijah prayed for rain and it came. The story is told in I Kings chapter 18 if you would like to read in. So when Christians pray for rain they are simply following a Bible tradition.

I remember an incident a few years back where my wife and I were at a camp in upper Michigan for the week. They had not had any rain for most of the summer (this was in August). So a group got together and prayed for rain. However, one of the families that was there added that they would like it NOT to rain while they were picnicing on a small island in the lake, visible from our camp, that afternoon.

They left for the picnic about a hour later, and within another hour in came big black clouds, and down came the rain. It lasted about an hour and a half. But my wife and I (and several other) sat there on the cabin's porch and watched the island in the lake. You could literally seeing the rain falling on the entire lake, expect for a circle that surrounded the island. It did that for the entire rain. When the family returned later that evening they confirmed that they had seen the rain falling all around them, but not one drop ever touched the island. If it was not an answer to prayer, you explain it...

You say this because you are acustomed to rain. Metoerologist still cannot accurately predict the weather,simply because they did not create it.
People never know with certainty much, especially things that God created in nature.

It will rain anyway, eventually, and when it does they will all claim God answered their prayers.

DID you know that SIN Stop's the RAIN?
BIBLE say's so.
Ask GOD to Forgive People's SIN.
Outta rain after that.(if it's suppose to Rain Anyway).

God answers prayer. Try prayer, with faith, and then you can answer your own question.
