Speaking as a woman, I'd say she likes you. But was she smiling at you when she said it? Unconsciously pushing her hair back off her face and neck? Looking you in the eye? If the answer to all three is yes, I'd say she likes you a LOT.
However, if she was doing none of the above, not looking at you, shuffling her feet, being generally evasive, then she is stalling. She doesn't really know if she likes you, she's just keeping her options open.
It might help if you told her how you felt about her. A woman likes it when is man is direct but in a nice way, without being pushy.
