Think about it - which would you rather throw onto a fire, an empty bucket of gas or a partially full one? Which would cause a bigger explosion and problem?
It's a precaution in case anything goes wrong. They don't want to potentially add hundreds of gallons of jet fuel to the problem.

This very rarely happens since most planes can't even dump fuel and have to burn it off instead by circling around for hours. This is done in case there is a crash the plane is not filled with extremely flammable jet fuel. It also makes the plane lighter

Aircraft only dump fuel to land when they would be over their maximum gross landing weight. They usually fly around with the landing gear and flaps down to burn enough fuel off to get under the maximum landing weight instead of dumping it (EPA fines and such for dumping fuel) unless it is critical and they have to land immediately.

They say its safer that way the plain dont explode so badly if it does crash. They dump it in the Ocean because they wouldent be able to afford the lawsuits of someone getting jet fuel dumped on them or there house, ( It would eat the paint off the cars, could explode if it hits near a spark)... Its considered safe to dump small amounts of things into the ocean because its so large that it just gets diluted... So its not dangerous.
IF YOU ASK ME, ANY AMOUNT IS WRONG. ESPECIALLY WHEN IT COMES TO THE WORLDS WATER SUPPLY...

Basically for 2 reasons:
1. lighten the aircraft to make it more manageable in the air and once it touches down and 2. reduce the risk of explosion and fire from fuel in the tanks.
