When reaseraching communities, you should know the police department assigned to that area, go to their website and search for crime stats for the zipcodes or zone you're interested in. Some have interactive maps, some just have excel sheets detailing all the types of crimes committed in a certain period. You can draw your conclusions from there.

I think involvement of the community is crucial to stop crime, but in low-income or latino neighborhoods, formal organization might be hard to achieve. I guess informal chats with the residents or planning of "fun" activities where you can make the "security" pitch would be best.

I'd ask what the crime rate for each category is (homicide, theft, etc..) I'd ask if they have a crime watch program if not I'd suggest one. I'd suggest that there neighbors be aware to watch out for each others property and report any stranger or strange activity. The key is to work together to keep crime out of your community. Also Id ask how long it usually takes law enforcement to respond to a call.

Crime statistics can be obtained by visitng your local police station, local newspaper office or city hall. Also there are community crime watch groups you can organize and join into for your local neighborhood.

Also, investments into hidden home video (inside and outside) where you can record crystal clear images, are worth every cent spent.
