Is it because they don't like the question or cannot find a valid retort, so suffice with a silly question as a reply instead?

Sometimes they need more information to accurately answer the question.

Other times, answering a question with another question is a valid way of making someone reconsider the original question. For example "Would you like it if I stepped on your toe?", "Would you enjoy it if someone stepped on yours?"

Finally, there's a comon technique in English called a rhetorical question. It's one that has such an obvious answer that it's really more of a statement than a question. For example, if someone asked "Would you like a million dollars?", it wouldn't be inappropriate to reply "Does a wild bear poop in the woods?" It's rhetorical, because everyone knows that wild bears poop in the woods, so you've really just said "Yes," but in a funnier way. :D

it depend on the question may be i answer the question to make u c point or something could help u in Ur question .
or even more may be no one know the answer and make up question and satisfy him self that am gr8 i answered question.

You are right you should not answer a question with a question.

"It has been believed heretofore in the world that there is one devil that presides over the hells; that he was created an angel of light; but having become rebellious he was cast down with his crew into hell.
