I came to the USA knowing NO English and I'll tell you the fastest way to learn a language is to be around people who do not speak your language and they speak the language you want to learn. Trust me... you will be forced to learn :)

Immersion.

If you want to learn Spanish, the fastest way is to move to Mexico or Spain....
Italian = Italy
French = France

Or if leaving the country is too much for you, go to live in an area where that language is spoken regularly/predominantly.
Spanish = southern California, Arizona, or Texas

If moving isn't an option: Interact with people who are fluent. They will help you hone your skills.

Total immersion. Surrounding yourself with people who will only speak that language with you, and having all your media (movies, tv, music, books) in that language. I had that when I went to Portugal. It was really hard for the first month or two, but then it started to all come together, none of my language courses were close to that fast.

Practice it everyday . . . go to functions where the people speak the language you're trying to learn. Learn a phrase a day.

I'm learning American Sign Language and Tagalog (Filipino language) right now and I practice ASL everyday. Tagalog is a little harder for me to learn. But it can be done.

I recommend Pimsleur tapes or Cd's. I don't recommend most classes and most memorization, because that's not how our brains learn language.

I also recommend talking with people who speak the language as much as possible, and accepting the fact that you will make many, many mistakes. The goal isn't to speak or write perfectly, because that's impossible. The goal is to understand and be understood.

Enjoy your adventure!

Live in the country where it's the dominant language, like Spanish in the United States.

Date someone that their native language is that language. I dated a girl from Columbia that when I met her only spoke spanish.

I managed to ask her to lunch with sign gestures. The rest is history. I helped her learn english and I now speak pretty good spanish.

Living in the Country.
Cassete Tapes from the Defense Language Institute.

You could join the Army, choose a job as a Linguist and they will send you directly to the DLI institute (after basic) and it will be like living in a foreign country and you'll BE at the DLI.
