Well varies can be statistically related, the result depends on the population asked, the percentage on minorities, the socio-economic status blah blah blabbity blah blah. (Variables being the root of the word)
Depends is situational. The results could depend on other aspects that are not addressed in the question. (for instance love and fear in the Donnie Darko movie, the answer depends on the emotional upbringing of the client, it is not logic based).
So maybe varies is a measurable degree of situational diffences, with depends being a difficult to measure emotionally based difference.

Varies means between something, depends means it has circumstances that determine the outcome or decision. Also, depend can mean, to count on someone or something that you can entrust yourself.
That's my explanation.
Also the dictionary: "Varies" to make a partial change in : make different in some attribute or characteristic b : to make differences between items

Varies means that a characteristic of something is unpredictable- an unknown "variable". Depends means that something varies, but HOW it varies is linked to ("dependent" on) some other factor.

Varies has at least two different outcomes...like you vary between cereal and fruit for breakfats....the word depends is more like....what you eat for breakfast depends on how hungry you are.
