Peer pressure, shyness, fears of rejection, not really knowing what to say, being afraid of sounding dumb. Try talking to him first, this will reassure him that you also like him.

Rejection is a huge set back for a guy, If the girl isnt sending the right signals he may just think that shes not interested and rather not risk being rejected... (it hurts... but the risk is worth it guys... cuz i have a great gf now... the risk is the key)

He may not be sure how much he likes her and doesn't want to risk feeling silly. He may just be shy and not know what to say.
Girls are better off making the first move. Not asking the guy out, but starting the conversation or throwing the first smile.

1) when girl&boy talking, if the girl playing her hair, surely guys will be very talkative (from my experience). so maybe you play ur hair too much when you're talking to him :)
2) try to interrupt him and change to topic. find the topic that are boooring to boys. like: macaroni, something about females' things or about "Tampax" LOL.. but NEVER talk about football nor cars&computers...

Usually it's because they are afraid of rejection. Same reason girls find it difficult to speak to a guy she likes.

he doesn't really like her. if a guy wants something he's going to try and get it, why give up like that? if he hasn't even made the effort it's probably because he is scared.

Primarily, it's an inability to spell that turns us off ... otherwise, if he's not talking to you, then he's not that into you in the first place
