Kittens and pups can see when they open their eyes, at about 2 weeks. At first they can mainly see objects up close. Babies are born with their eyes open so can see from the time they are born, but again objects that are up close.

Kittens don't open their eyes until they're about 10 days to two weeks old. Even with their eyes open, there's a critical period during which they learn to use them.
Human babies can open their eyes at birth. We don't know about babies learning how to use them, because it's illegal to sew a human baby's eyes shut, but it's not illegal to do that to a kitten.

Kittens are born without the ability to open their eyelids. Their eyes do not open for approximately eight days after birth (see the Source link, below).
Humans are born with the ability to open their eyes, and human newborns respond to visual stimuli.

Human babies can see since the day they're born(if they're not sleeping). Kittens can't see intil they're about 2 weeks old.

No it is not true for babies. They see, they just don't focus clearly for a bit.
