Two suggestions -
1) Tell your manager you believe the noise has a negative effect on your productivity. I bet s/he will look into fixing it then!
2) Ask for higher cube walls. This may help deaden the sound, as will plants or other sound absorbers.

Usually the only way to lower cubicle noise without using earphones/earplugs is to ask the culprits to quite down. Usually coworkers are nice, and will comply. However, don’t be afraid to mention noise level to management. Just be sure to not mention names.

I sat near the worlds loudest person for too long. Banging on the keyboard, yelling into the phone, etc. etc.. After trying everything from speaking nicely to them, speaking curtly to them, headphones, and every last suggestion I got (even crystals and herbs) I finally had a private word with our office manager. I made very sure to not say nasty things, or get snotty about it, just said that "I have a hard time concentrating on my work because 'Bob' happens to be a louder person, and I have a hard time working up to my potential. He's a nice co-worker, easy to work with, but hard for me to work next to. If there's a chance that I could swap desks or move to a different section, I think it would really help my preformance. " It took about 2 weeks, but I did move desks, and we were both far better off.

These other suggestions are on the money when they mention the manager meeting. That is the only sure fire way to get results.

In the meantime, if you were to post a sign on your cube that says, Quiet Zone, that would suggest that you are working intently and appreciate others to cooperate accordingly.

Yep! I have advice for you.

When I used to work in a cubicle environment I would get so fed up with all the chatter from my neighbors! I tried asking them nicely to keep it down - to stop talking on the phone so much and to stop playing their crappy music, stop drumming on their desks, etc. They wouldn't listen, so I complained to by boss and to Human Resources, but still nothing was done!

I finally took matters into my own hands and brought a big squirt gun to work with me. If anyone got too noisy, they got squirted. My co-workers learned to shut up real fast after that and I finally was able to focus on my work and my productivity increased and I got promoted!!!
