They will typically roost on the underside of large broad leaves. they will hang upside down in the shade or will find a nice shady spot and rest. If it is not too breezy or too sunny, they will be out during the day, but they prefer dusk and dawn for a simple reason...this is when their hosts come out to play!
Large mammals like moose and deer are the preferred hosts for these little ectoparasites. Because large mammals have a low surface to volume ratio, they lose heat very slowly, this makes it dangerous for them to come out in the heat of the day this is why they lurk at dusk and dawn. This is also the reason why many large bodied football players die of heat stroke, because their bodies are too large and they lose heat too slowly to be out in the sun int he middle of the afternoon for practice.
If thier food comes out in the evening and early morning, so will they, but while waiting out the afternoon, they will find shelter in a nice shady spot.

I love to include some extra facts, hope this answers your question!

Water to breed and lay thier eggs. That's why the Government is so strict on leaving pools of water in bowls or things where they can go so as not to spread west nile virus. Swamp states and areas like that are more prone to Infection Like New Orleans the mosquitos there are probably having a giant fiesta right about now.

They are stil out during the day. If you go to a treed area where there's lots of shade you'll find them, especially if there is water nearby like a pond or a small creek.

In grass or plants. I have a cover on my grill, there's always a lot in there. I also had a canoe outside turned upside down for a while and there were a lot under there. They just go get out of the sun.

I don't know about where you live, but here in Maine they meet in designated, dark, damp and cool places to re-organize and plan their nightly attacks on any thing with a warm body.

They're usually found in lakes or ponds. Maybe tall grasses, etc.
