Hard to tell. The dog should be taken to a vet just to be sure. When lumps are found in the ears, nose or mouth, it is best to have them checked & possibly biopsied just to be sure.
If your dog is LOP earred (ears that hang down) & shakes it's head a lot the lump could be a result a type of blister. This too should be checked by your vet to be sure your dogs does not have mites or something else in it's ears causing irritation.

There is a variety of things it could be. Could be an abcess needing to be lanced and cleaned out. Have the vet look at it. If its what I said it will go away. Could be a fatty tumor, which are not a problem, just look ugly. Or could be a cancerous tumor, have the vet check it.

Ok..now that you have re-phrased...don't mess with it yourself at any rate. If it is a tumor it should be removed by vet so that they can take a biopsy. Just had one come up on my dog's mouth. Took him to vet and they removed it and sent in biopsy. Turned out benign but was told if I had not taken care of it then it could have developed into something worse. Also was told it could re-occur.

It could be a tumor. It could be a cyst. Does it move or stay put when you try to move it. I believe cysts have some give and will move. Both can be worrisome to the dog though so
Take your pet to the vet to find out.

It's a hematoma. It's caused by the dog shaking it's head violently and rupturing small blood vessels inside the ear flap. Your dog needs to see a vet because it will just refill with blood.
