No - he is a player (or playa)

Why does everyone have to use mean names?

The guy is honest, he says he is just a friend.
That means he is not your boyfriend, and you are not his girlfriend.
If you don't like that situation you can be honest too and say I don't have sex with friends. Or you can have sex with your friend, if you like doing that.

He's not a playa - a playa is someone who plays you - who tells you he is really into you and loves you and your his girlfriend but doesn't really mean it and just says it so he can get laid.

Since he's honest, he's not a cheat either.

If you want him to be your boyfriend, stop having sex with him and see if he just stops talking to you or if he decides to make a commitment to you. It will be one or the other.

It means that he doesn't want to actually be in a relationship, but still likes to fool around. If this is all you want from him that's cool and can be fun. If however you are looking for a bit more commitment it is time to look somewhere else.
