TAR is a file compression format of unix and can open in UNIX LInux or Mac.
and for ISO images you need any of these Nero, Sonic or Roxio CD burning softwares

TAR originated from UNIX systems and I believe stands for Tape ARchive. Most compression programs will be able to read this file and extract whatever is inside it.
winzip, 7zip, pkzip, alladin (mac) should all be able to extract data from the file. There are plenty others as well, the ones listed above aren't the only ones.
I'm sure there is also a tar program available but it will be a pain to use to understand the options for it if you aren't familiar with the format.

Well there is only one Option in ur case :
1.Use a archiver software like 7zip to extract the ISO image from inside TAR file :http://www.7-zip.org/
2.Use a Burning Software like Nero or Alcohool 120% to bur ISO image. Simple ....like that.
