Tough question, even tougher situation to be in. The biggest thing you need to do is provide a safe haven for your best friend. I understand he rmom is in a situation as well, but if it were to ever begin to hurt your friend she is going to need a strong person to help her.
Best thing you could do, is next time it happens, talk to your parents (assuming you still live at home) and let them know how dire the situation is. Ask them if she could stay a couple nights, and see if your parents could help your friend file charges w/ the police.
THE ONLY WAY this will be resolved, however, is if the mom stands up for herself and presses charges. Otherwise it will be a vicious cycle until either the mom is killed, or your friend is. Women who are in a battery abusive relationship become blinded to their self esteem, and refuse to do anything against their batterer.
Depending on what state your in, try to find help.

You can report to the police what your friend told you. It's not just her mother that's in danger; your friend could be next. The mother will have to make her own decision about staying or leaving while she doesn't need to be taken out in a body bag. But your friend should be taken out of this abusive home and given a chance to live safely and peacefully. Please tell the police and Child Protective Services too. Your friend needs help quickly before she becomes a statistic.

Your best friend is going thru a rough time. Just be there for her. She is going to need someone to listen and help her. It seems to be a lot you may want to suggest some kind of Family Counseling for her and her mother. Hopefully the law will take care of her step dad.

call the police!! next time it may not be "almost." you can't ignore this. your best friend could be next. once a beater, always a beater, and the best thing for your best friend and her mom to do is to pack up their stuff, move out, file a restraining order against this guy, and call the cops to haul him away. this is a dangerous situation, and not one to be taken lightly.

Her mom is an adult and has to make her own decisions. If your friend is in danger, though, you have to let somebody know.

You can report it but the parrents will probably split up and your mate could be upset. talk to your mate.
Or help your mate deal with what is at hand.
