I think in the olden days if somewhere had a church it was a village. If somewhere had an Abbey it was a town and if somewhere had a Cathedral it was a city.
But I'm now sure if this rule still applies

In Ye Olde times,
a village was distinguished from a town because a village did not have a market or a town hall. It had a village green and was typically surrounded by fields.
a town was tradionally a settlement which had a market, whereas nowadays the term Town is used for old market towns or settlements with a town council.
a city typically has a cathedral or university but usually a city is a town that has been given city status due to its size and population.

I always thought a city was a city if it had a cathedral or a university or both.
I was born in a village, which was small, it is now probably (internet) the biggest village in the country. (don't live there now)
I now live in what I call a village, but the locals say town.

Village has a lot less people then a town. I lived in a village growing up. We had a school, church, 2 gas stations, subway. There just wasn't a lot of people. I'm not sure on the number thing.
