She has been asking to sit on it before and after her bath and even if she has gone or doesn't need to go, she doesn't want to move! She is using it as a stall tactic about going to bed. How do I encourage using the potty but not allow her to con us into staying up an extra hour? (She'll sit there for 20 minutes!)

Typical in a 2y old. Welcome to the "Terrible twos"
What you have to do (I did it) is:
Stick on a routine at night, take a bath, put the pajamas, drink milk or water, brush your teeth, go to the bathroom, read a book, go to sleep. You need to explain this routine to your daughter so she will know what to expect.
Now, she will remain in the bathroom. So what you have to do is to tell her before she goes, that it is only 5 minutes and that after that you are going to read her a surprise story. (Surprise word is the key)
If this does not work, then you tell her after 5 minutes, that she has 5 more minutes to finish. After 30 sec, you tell her she has 4 more minutes, and so on. When the "5" minutes are over you take your daughter out of the potty and go to her room to read the book. She will probably going to cry or she will probably tell you that she needs to go, so you will tell her that she can go to her pants (I used training pants at night) or on her bed. Do not get mad at her, you will do this softly, patiently, without yelling.
After she calms, you talk to her, explaining that all in the house need rest, after an active day. The mind, the body need to rest, in order to recharge, in order to grow, in order to wake up happy the next day, full of energy to keep playing and learning.
Give her plenty of hugs, kisses.
Also, a reminder for you: Terrible twos start at 2y and ends at 22y.

My daughter did this too for a few weeks(she just got potty trained a couple months ago), and basically when it's time for bed I'd have to take her off the tolet to get he ready for bed or she would litterally sit there all night if I let her. Hang around the bathroom and listen for when she goes, afterwards(about a minute) tell her it's time to get off, she just went potty and it's bed time, or what ever activity you have next for her.

Don't let her sit on it unless your sure she needs it, and just take her off and distract her after she has used it. You are in charge of this, not her. Please remember that she will protest at first but be consistent. It's probably just a phase.
How about using a sticker chart to reward her good behaviour when she gets straight off her potty?

I would just let her... it's so boring she might fall asleep on the potty... don't make it a big deal and get stressed out.

If she does poop out on the potty both of u are happy. :)
