YES, it is called a party color and at certain time over the years they have been in demand. Quite a few times as the dog ages the two colors "clear: and it is hard to define the differnet colors.

Yes, the original "pure bred" poodles come in one of three colors: black, white, and a combination or PARTi-colored.

They also have some pictures of toy parti-poodles:

Unfortunately, AKC's breed standard disqualifies Parti-poodles. I think they are cuter than the solid colored ones, and there's nothing faulty about them just because of their color.

In my opinion, breeders who don't breed to conform with the "Standard" aren't necessarily irresponsible. Most breeds of dogs were selectively bred by humans created to meet a need or desirable traits. If those traits are no longer desirable to people why would should people continue to breed them, except as a competitive hobby?

However, I would never adopt a dog from a breeder, whose only breeding criteria is APPEARANCE or SIZE. Health and personality should be just as important. And certainly, profit shouldn't be the primary motivator for any breeder.

Yes it is. You can check poodle requirements at the American Kennel Club website if you are unsure about other poodle standards.

there is one more possible explanation than the ones already given. its called being a chimera. Two embryos who were non-identical twins merge like Siamese twins only very early in the development stages so that they become one dog. this happens in people too. If the two original embryos were different colors you'd see one color on one side and another color on the other. In birds this is called "halfsider". the real question is do chimera have two souls since they are actually two different beings fused into one.

Yes. It's genetics. If the mother is one color and the father is another or if either have any other color in their bloodlines it may cause a variation in the genes that will cause a mix of colors.

Yes, it is possible. I also used to think all poodles were solid color but they are not. For my preference, I prefer the solids.
