Could i use this antenna to broadcast on fm frequency? Would it work well if not any suggestions?

What FM frequency are you talking about? The only FM transmitting antennas Radio Shack sells are for 2 meter ham (144 to 148 Mhz) and that is too high in frequency for an FM broadcast station (88 to 108 Mhz). It may work but it would be about as efficient as a piece of string dipped in carbon.

Not really. The antenna you reference is a broad-band receive antenna for a scanner. It will not work very well for the FM band.

And as dmb06851 is trying to point out, you need a license or face the possibility of FCC action. If you interfere with a local FM broadcaster, they will file a complaint with the FCC.

Well, yes, but I don't recommend it. Broadcast antennas usually are designed to take much more power, and this is a receiving antenna. I'd get something else for this particular purpose.
