Most of the IP hiders (also known as Proxy servers) are slow because they load a server from a list that's comprised of Asian open proxies. If you're looking for a free way to hide your IP I would use a search engine to locate lists of open/pubic proxy servers in the country where you live. Try each one out by going into your Internet Connection properties (depending on your OS) and editing the proxy fields. Otherwise the best way to go is to subscribe to a commercial proxy service.

huh,
u need an IP to get traffic bak 2 u lol!
only thing u can do is use 1 of those networks that routes u through lots of routers so when u come out ur public ip is different and then they delete logs, i foroget whats it called, but i assume thats wut ur doing
also there is proxy servers which catch web pages http port 80 stuffs
but ur being rerouted so it will slow u
otherwise no.

2 if u have a dynamic IP u can change it by turning off and on ur modem
3 get a decent FREE software firewall, hardware firewalls werk ok 2 so u can block unsolicited traffic
4 having ur IP not hidden doesnt mean u cant stealth ur ports
