Nope a Shirley temple is Ginger Ale and Grenadine or Cherry Juice. It's generally considered an alternative to Alcohol. Now if you substitute the Grenadine or Cherry Cordial or a type of cherry wine it could be. But not usually

How can it be with ginger ale, alittle grenadine and a marshino cherry? The amount of alcohol in grenadine is less thatn what you get in a bottle of mouthwash or Nyquil.

The whole point is that is it resembles a cocktail but doesn't have alcohol. So children can feel like they are doing the same thing as their parents.
