I think he's talking to you. My cat does that if he catches you staring at him or if you sneak up on him and touch him while he's not looking. He's just saying "What?"

One of my cats is very talkative. He wants attention, his food bowl is empty, his litter box is dirty (this one is annoying, he wants it cleaned before he uses it every time), or he just is expressing himself.
Don't stare, it's rude and cats don't like it anymore than people. He it telling you "What the F are you looking at?" Pet him to calm him down. If you make eye contact for too long, and he's not fixed, he could take it as a sign of aggression. Cats are very dominate creatures, a staring contest would be something they feel they have to win.

He's talking to you. Mine does it all the time. He either just wants to chat, or might want something. Check his food, water, and litterbox. Talk back to him, in cat. He'll like that. I've had a couple of male cats that were talkative and they seemed to like it when I talked back to them. Over time you'll learn what certain meows mean.
