2) Provide financial support for improving health services and information dissemination.
3) Quell the radical religious groups whose views eclipse rational thought and undermine the development of impoverished countries.
4) Create incentives for countries to participiate in programs that help to establish the above mentioned institutions (schools and healthcare)

Call out the cavalry. Seriously. So many African countries are run by anybody who can get a private army together. If you can enclose some cities by a wall, the people inside would be stable enough to go to school and start businesses and actually be in one place long enough to harvest a crop. Poverty will not be ended by throwing money at them. Africa is the richest continent on earth in terms of natural resources but the people have no chance to take advantage of that because of all the two-bit militias.

Bono and the musical group U2 is working on this issue. They support a cause called Drop The Debt which is urging wealthy nations to forgive the debt of the poorest nations so they can use the money on health care and education:

"...the issue of poverty in the poorest countries in the world is completely bound up in health and education. In fact, there's still more of the poorest countries spending more on their debts, their old debts, than on health and education (Bono).

"A recent report to the World Health Organization suggests that eight million lives a year could be saved and billions of extra dollars generated if the world's poorest nations spent more on health care (CNN)."

With health care and education the people have the resources to become self-sufficient and escape the clutches of poverty.

Ask the citizens. Local intelligence is under-rated and external wisdom on this matter, over-estimated in its value. The rest of the world do not seek to solve problems in 'developed countries'...and yet, there are plenty challenges of which the answers are in 'developing nations'.
