My dear, no matter how shy he is, if he likes you, he will find the ability to say so! If he does not, then he does not like you enough!
There was a very shy guy that I met when I was 15 or so (he was the same age. He rarely opened his mouth to say whatever it was. But as he was in love with me, when he was around me he was a big talker, believe me! He called me "princess" and even said "I love you" several times!
Also a guy that I know never said to his wife that he loved her as it was not "his way to be". But when he met a younger woman whom he was crazy about he said in front of everybody "I love you so much".
So don't come up with that excuse that he is shy and does not say!

I'm afraid there's no way to know without talking. If you're both that shy, one of you will have to be brave otherwise this is going nowhere.

Try to spend lots of time hanging around him. If he doesn't try to avoid you, then he likes you. Not running away is the shy man's way of saying "I like you." :)
There is no need to rush things.
