There's a local bakery that has alot of presentable cakes that you wouldn't expect there to be writing on. But they have flat, round discs made of sugar that they decorate and then set on top of the cake. It just sits on top of the cake, and can be removed easily. i was hoping someone would have an idea on how to make a sugar "dough" that I could roll out and cut into the shape I want. Even any suggestions on what would be a good first step would be helpful. thanks!

Also, would confectioners sugar be more useful, or just plain old granulated?

The stores use edible paper (also called rice paper or wafer paper) and have a special printer. But you can buy it online try the following:

Go to Walmart... go on... back to the section called "crafts"... that's it.. the one you avoid... yeah.... see the wedding stuff? look for the box nearby that says ROLLED FONDANT... buy a box... you can buy the smaller one, you won't need much. make sure you have POWDERED SUGAR and a ROLLING PIN. take it home... open the package, knead about 1/2 cup (estimate) till it's nice and pliable... use the powdered sugar to keep it from sticking to the surface you're working on... use the powdered sugar like flour.. once it's pliable, roll out to the right thickness, and then cut out the size you need.... let it sit OUT overnight or longer (if it's humid, longer) and then USE!!! fondant is great for other things, but that's a VERY basic usage.

I know the discs you are refering to, but honestly it might be easier for you to buy one than make one. I used to work at a bakery and they actually used to buy them all made because it is a very difficult process to get just right and smooth enough, etc. Try going to a cake supply store, or even just to that bakery and they would probably sell you one for a few dollars.

Buy it. It is very labour intensive to make but costs almost nothing. Rice paper.

The sugar 'paper' you make by heating some water, and add sugar stir untill it is sirup like. Poor on backing paper and let dry.

We are talking some tablespoons of water and not cooking just really hot and lots of sugar.

melt chocolate onto some parchment paper...pour enough so that you have your desired shape....you can even use molds in shapes like hearts, leaves, even circular. after the chocolate cools it will harden. then you can peel it off the wax paper and write on it with icing or whatever and put it on top of your cake. you can use milk chocolate, dark chocolate, white chocolate or even a swirly mixture.

You could use marzipan and roll it... (using icing sugar to flour the work-space)

My uncle always mixes melted chocolate with butter, that becomes softer than chocolate so it's easier to get it smooth. You could write with black-chocolate letters on white-chocolate background or vice versa.
