Hmmmm....Home depot used to have these great play rugs, roads for boys and something similar but more feminine for girls. Make for a little city and they can play with the ponies in the city.
How about pony beauty parlor?
Make some big carboard cutouts and stake them around the back yard so your yard is full of ponies.
Pin the tail on the donkey (cuz no one wants to stick a pin in my pretty pony).
Give pony tail holders as party favors.
Quite frankly at 4, any party is a party so the details are more thrilling to the moms than the kids, so have fun with it. You can easily get a pony cake and paper goods if you want, or just be colorful. Oh...cupcakes are better than cake. It seems few of the kids ever eat the cake. Not sure why...but after doing this for 19 years...I've seen it all.
I don't do fancy anymore (youngest is 11), the kids really don't care. At the last party in May, I just took them all to the pool and gave away squirt guns and water bombs. They loved it.
Kids just want the party and the presents.

I was at Factory Card Outlet last weekend, they had a lot of My Little Pony party stuff. The cutest thing was a "Pin the Tail on the Pony" game. It was just adorable!

Pony is a great theme for a party. I would use bandanas to decorate (they are cheap and they come in pink if you have a real girly-girl) I would let the kids decorate cardboard picture frames with horse themed cut-outs (look in the scrapbook section of stores) for party favors. Bring cowboy hats, bandanas, rope , etc. and let each guest pose for a picture. Then when you send thank-you cards, you can include the picture. Makes a great memory of a fun afternoon.
Other games-
-stick horse races
-horseshoe toss (plastic of course)
Snack ideas-
-trail mix (call it horse feed)
-cookies shaped like boots, horseshoes
-healthy snacks of apples, carrot sticks- horses like 'em...
As a gift idea, look for the Liberty Pony by radio flyer. It is a giant spring horse that my 3.5 year old loves. It is totally safe, and is so classic that I am keeping it for future grandkids. Go to toysrus website. Most stores only keep it in stock during Christmas, but you can buy on line all year.
Have fun. I am jealous, my girl loves horses, but her birthday is in the winter.
