I think the quote is "A rising tide rises all boats." If something good happens in the competition, it will help all the competitors. For example, if the wind changes in a boat race, all competitors can take advantage of it.

okay here's my interpetation. The efforts of one competitior, raising the height of his game is similar to the tide, in the way that it brings everything up to a higher level and forces all of the "boats"(other Competitiors to raise there game to match.

no no i choose to think of it as simply meaning motivation and effort will surmount all odds n obstacles no matter how insurmountably burdensome these may be..

it may not have much to do with competition but much to do with the value of individual effort.
