You bow when you bend at the waist and/or tilt your head down towards the person or object you are bowing to.

When you bend your knees until they touch the floor - that is called kneeling down. This is not bowing. The Catholics bend on one knee pointing up and the other touching the ground towards the altar before mass - this is called genuflecting.

Asian cultures do make kneeling bows - that is, they bend at their waist and tilt their heads down towards the object of their respect or worship, while kneeling down on the floor. And mind you, they do not clean the floor while doing this!

In martial arts, when you are down on your knees cleaning the floor of the practice hall, you are practicing humility and also to some, symbolic self-cleansing. It does not mean that you are bowing to anyone.
