Have you ever heard Backstreet Boys singing "If you wanna to be good girl, get yourself a bad boy". Why do girls like bad boys? First of all, because they think they are cool. And secondly, because most of the bad boys are funny. Girls like funny guys, not bad boys, if you are funny and chatable, I believe girls will like you, too. maybe he's giving her joints or something. sometimes girls like that.
psychologically, maybe she's been abused at home mentally or physically, and she's drawn to the same type of person her father is. she's trying to find acceptance and she's finding it from the wrong type, according to you.
try to come up and meet her and ask her out. if you give her attention, maybe it will prove to be better attention for both of you.
