The Philippines is an ASEAN member country and as such you do not require a visa to enter china for a stay of up to 14 days.

About Visa. Ask local travel agency.
You maybe not able to apply VISA personaly in Japan today.
Situation changed since last year. Every Japanese ask travel agency today (of cos not all visa. basically F and Z).
You better ask China embassy first.

First, go to immigration at city hall(Shiakusho in Japanese) and get a re-entry permit. You can get a one time or a multiple entry visa. I think it is only 3,000 yen. I can't remember. It takes 5 minutes to process. Very easy.
Also you must go to the Chinese Embassy and get a tourist visa. That could take about a month or so.

Sounds like you'd have to ask Japan what you need to do to be able to come back, and ask China how to enter.
