Most TV's and CRT monitors give off a VERY high pitched noise known as HT (High Tension) Whine - it's NEAR the ultrasonic range, about 17 or 18kHz so not everybody can hear it. Mainly children/teens & those with a good hearing. I'm 32 and can still hear it, it drives me nuts!
If it's coming from the speakers then it because of poorly shielded cabling picking up 'mains hum' - perfectly normal for most appliances. Only VERY high end equipment will get rid of this.

There is a TV at work here when they have the cable turned off and the TV still on (cable is on AV1), I can here this horrible high pitch noise. Most everyone else cannot hear it.

you may also have a ground loop in your home electrical system. this sometimes causes the humming or buzzing you hear on your tv's speakers. try to connect the tv to a power surge protector or uninterrupted power supply (UPS) that can "clean" the electricity going to your tv.
