Issues like this needs political will power, astute diplomacy and an iron hand at the helm of Indian democratic canopy. I am not favouring autocracy or any kind of inappropriate military action.
If one goes by the view that people are the core asset of any democratic establishment then the most feasible solution of such a civic problem must be build around winning confidence of local populace, making them feel that they are part of mainstream and are contributing handsomely in the economic development of the region and nation.
Such issues can't be resolved overnight but they definitely demand constant efforts from parties involved. Even if we take into consideration the reluctant approach (as we consider it to be or some might term it as militant approach) of the opposite party, it should not prohibit us from continuously putting into the efforts.
Involving a third party into the issue is out of question from my point of view because it will surely put into interrogation our claim to be a major emerging world force.
Now the question is what sort of efforts the solution of such a problem demands. First and foremost, various government agencies like intelligence, military, local government and planning bodies at the center should work in close collaboration with genuine intentions and focused approach. If government can ensure a secure and viable environment for the local business to thrive and can provide bright opportunities to entrepreneurs from out side the region half the battle is won. It will also boost the industries like tourism and textile for which the Kashmir valley is famous. Education and infrastructure should be given high priority. This is what can constitute efforts on our part apart from peace talks and conservation at the global platform.
Rest and an integral part of implementing such a solution demands diplomatic agility which I think we have in ourselves in abundance. The only need of the hour is a focused approach to the solution of the problem and genuineness at heart to resolve it in favour of this great nation that is INDIA...................

The best is Pakistan should stop tsarism in Kashmir, he says he is fighting for Kashmir, to kill poor Kashmirs by guns or grenades if that is help then I don't know what is enmity. His own kahmiris are loving in so much poverty why don't he help them.So simple is Pakistan stop interference in Kashmir and "mind his own business"

The problem is of Kashmiries. Their solution is envisaged in the Article 370 of India and that is the best solution for Kashmir and Kashmiries. Just like not only Punjab but its people, i.e., Punjabies are our part and parcel, Kashmiries are also our part and parcel. But if we go on killing the Kashmiries, in the name of terrorism, it will not solve the problem. Our ancestors were good thinkers, what they have decided in Article 370, it should be followed.

all the millitants and terrorists, politicians and even commom people should understand that KASHMIR is everyones, if they love to live they can live in kashmir, but why always voilance........all should think in a peaceful way to live together...... if there is a problem there will be a solution..unnecessarly mainly politicians are making a mess to take advantage......that's alll

You have said it is burning. The best solution is allow it to burn completely. Then, it could be reconstructed newly as a secular state and with no special concessions as being given now.
