Japanese sticky rice has shorter grain. When you scoop Uncle Ben's Rice with a pair of chop sticks, you will probably get a few grains. Sticky rice sticks together so you could easy scoop a bite size. The best place to find it is at an Asian market specialized in Japanese food. Do you know any city near your area where many Japanese people live? A good part of going to a Japanese store is selection they have. I also started seeing some small bags in a normal grocery stores. Try international or ethnic food section where they sell Ramen noodle and bottles of soy source.

I've never seen it on sale. I think it's the way ordinary rice is cooked. Basically white rice,
1 measure of rice
2 measures of water
boil until the water is almost all gone and you should have sticky rice.

I don't know where are you from. If you are in East Asia, it is not so difficult to get one.
In US, find Japanese supermarket.
But there are fake rice in the market as well. and some ppl who don't read Japanese letter may buy they one cultivated in other countries.
Aren't there Japanese living near your home? They know the shop to get authentic one.
