Oh, I think I understand your question.

Because after something is sold it is safe for them to show interest in it (without having to buy it). By showing interest in something they think they are endearing themselves to the seller.

Because they want you to offer it to them first.

I hate it when you save up to buy something really expensive, then come across an identical item really cheap just after.

they are just saying it to annoy you.
Some people just do it out of spite, of course they wouldn't have had it (Unless you gave it to them for nothing).
