You approach local office of the Election Commission. They will give a form fill it and submit it. You will get your enrollment in the electrol roll as an electrol and you will also get your Voter I D Card. Go along with the documents, evidencing your Indian citizenship and your date of birth and residential proof. Note Election Commission Office, in Hyderabad works with the Municipal Corporation and as for as Delhi is concern kindly find out.

During election time individual from government will come to each house to get this list. that time u can give ur details
