Are you sure you want to remove it? That is a place where you send files to delete, but if you decide later you need that file, it will still be there until you empty it. But if you really want to delete it completely(including the files) you go to your Control Panel and then to add/remove files and wait until it loads and then scroll down to the program and then delete it. If you are just deleting the icon from the menu then just right click and then scroll down to delete and then hit enter.

(1) This site gives you a details with screenshots answer
http://www.petri.co.il/delete_recycle_bin_icon_from_the_desktop_in_xp_2003.htm
(2) Also see this article from microsoft http://www.microsoft.com/windowsxp/using/setup/expert/honeycutt_02september16.mspx

(3) You can use the microsoft TweakUI power toy to do that [this seems to me the safest option]
http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx

And finally when you would like to restore the recycle bin, do the following

Hey,
There is no straight way to delete the Icon.
It can be done using Registry. But it's not easy to normal users.

So leave it.

Why would someone do that? Imagine your house without a trash can.
