This is becuase of the stipulation that nobody who is unhealthy can be put to death.

Therefore, to ensure that the prisoner cannot claim that they were infected just prior to the insertion of the needle, they ensure that the needle is inserted on clean skin.

it is a standard practice in the medical profession. if you saw someone give that injection then realized hey that is my healthcare provider and you just got a vaccination with an infection would you not wonder?????? did they swab and kill those nasty little surface germs or not???? and gee where did that infection come from???

so they can better see the veins.if the swabbing is to prevent infection though,i think it is beside the point since the guy will be dead in a couple of minutes anyway.
