to arrest all the people who have blurry, heavily pixilated faces and who move in a stop, start jerky motion. When will the police realise this?

There are not enough officers to arrest everyone that has had a bad night; which is the reason most people appear that way, don't you think?

I would agree but I sometimes move that way when I first wake up and I don't consider myself a danger.
