The term "Wolf-Whistle" developed around a slang use of the word "wolf" meaning a man who gives unwanted sexual attention to women. This was characterized in Looney Tunes cartoons from time to time.

it probably originated from Little red riding hood and the big bad wolf!! the story has created such a bad image of wolf that they are considered to be dirty bastards who crave for cute innocent girls. and instead if wolf howls, it probably sounded better for wolf whistle. make sense? ;)

from wolves, that is 18 th century rakes/ dandies who would congrgate outside of known haunts of loose women and to attract the attention would signal with a wolf whistle,signal.
