The two are very different. Taiwan is democratic (or at least it was the last time I checked), and China is communist. Furthermore, they don't write the same way. The Taiwanese use traditional Chinese, while the Chinese use simplified Chinese.
On the other hand, I think "Chinese culture" is a bit of a misnomer. There are many regions of China, each with their own dialects and distinct cultural elements, such as food and art. So, while there is a separate Taiwanese dialect, separate distinctly Taiwanese dishes, and such, other regions of China have their own dialects and dishes too. So, while my first reaction was that Taiwan was definitely a different culture from "Chinese", I can see people making the argument that it's a subset of Chinese culture.
Or, think of it in parallel to the US. Is Hawaiian culture any different from US culture? On one hand, no. They're obviously part of the US. They still have the same media, the same freedoms, and the same enterprising spirit. On the other hand, they do have their own language, their own distinct foods, traditions, art, and other cultural elements.

The government is run differently and the dialects of each sound different. Of course, you would still be able to understand since Taiwan is an island of China. It's all a form of Mandarin, just sounds different, like British English and Americna English. The way they live is almost the same, I would say. But, some cultural traditions are a bit different.
Written, China uses simplified Chinese and Taiwan uses traditional. Simplified and traditional are practically the same, with some few alterations.

in taiwan when your say taiwanese it means fujianese or the language spoken by the people in fujian province of mainland china. they are also conversant in mandarin as most people in mainland china are. it being the national language of both in mainland china and taiwan. both languages uses the same chinese characters in written form although when spoken both are unintelligible to each other.
