As in implanting their brains with some sort of microchip to make sure they aren't thinking about kids? No. You can't monitor what people are thinking about, even pedophiles. I'm free to think about hurting someone, but as long as I don't act, then I'm within my legal and human rights. Pedophiles should be kept from jobs that put them in close contact with children, as they have, by nature of being identified as a pedophile, already acted in an innapropriate capacity. As far as monitoring their thinking, that borders on unconstitutional (at least in the US) and unethical.

It's also a way of guaranteeing complete control over anyone. Not that I'm all about pedophiles, but that sounds like a very, very scary idea to me.
