"Legion d'Honneur" (the Legion of Honour) is the greatest French distinction for outstanding achievement in any field.
A contemporary French writer said something like your sentence, meaning one cannot receive this distinction posthgumously. I think what he actually meant was nobody alive is really so exceptional in his field and you have to search for your role models among the dead, as it were.

"Ghosts are not considered for the Legion d'honneur" (we are talking about a medal of honor). By the way, it's "la", not "le".

it makes no sense to me but i think it must be something like:
