Is it still secure? What about natural disaster?

yes a jail is still secure if the power goes out. There are back up generators that most of them have a 10 sec delay. The doors stay locked because they still have a manual over ride lock. If it is a disaster you can prepare for (like a hurricane) generally all inmates in city jails will be moved further inland. As for prisons I'm not sure if they move them but I doubt it. Generally the only reason city jails move inmates is because P.D. employees are sometimes asked to stay if the weather is to bad for them to leave and even they need a place to sleep.

Security is the main concern of the Penal System even when the power goes out. Locks are still intact. In case of natural disasters, the cells could be broken but guards can control the prisoners who are attempting to escape.

Most have back up generators for power, so yes, still secure.
