I agree with the above answers regarding Malachi chapter 3. But there is also a passage in Deuteronomy 14:22, "Thou shalt truly tithe all the increase of thy seed, that the field bringeth forth year by year." And, when the Pharisees questioned Jesus regarding "paying a tribute to Caesar," Jesus replied, "Render to Caesar the things that are Caesar's, and to God the things that are God's." To me, this is saying that we owe our taxes if we are called to owe them, and we are also expected to pay our tithes, too.
After all, God can do more for us with our 90% than we can do for ourselves with our 100%.

Malachi 3:9-11
Oh, and it doesn't say you HAVE to pay tithe. It says if you don't you are robbing God. It also says God loves a cheerful giver. But no where in the Bible does it say you HAVE to do anything. God is the author of free will and choice.

It does not say you must, per se
I thought the basis for it was a tracte in genesis where Issac tithes his produce. The bible does require a fraction to the priest and the sabbatical year in which one cannot cultivate the land

Tithing was part of the Mosaic law for the Israelites and while it is not a law for anyone now, the principles involved are good ones.

Deuteronomy 14:22 is right, but what the bilbe says about human sacrifices is cooler:
Genesis 22:2,10
And he said, Take now thy son, thine only son Isaac, whom thou lovest, and ... offer him there for a burnt offering.... And Abraham stretched forth his hand, and took the knife to slay his son.
Judges 11:29-39
Then the Spirit of the LORD came upon Jephthah ... And Jephthah vowed a vow unto the LORD, and said, If thou shalt without fail deliver the children of Ammon into mine hands, Then it shall be, that whatsoever cometh forth of the doors of my house to meet me, when I return in peace from the children of Ammon, shall surely be the LORD's, and I will offer it up for a burnt offering. ... And the LORD delivered them into his hands. And he smote them ... with a very great slaughter. ... And Jephthah came to Mizpeh unto his house, and, behold, his daughter came out to meet him with timbrels and with dances. ... I have opened my mouth unto the LORD, and I cannot go back. ... And ... her father ... did with her according to his vow which he had vowed.
If Deuteronomy 14:22 is right then14:21 must also be ... so don't eat dead animals that you find lying around. Fortunatly you can feed them to strangers, or sell them to foreigners. Oh, and of course don't boil a kid in its mother's milk.
